Well, I work on more than one system and this is a "Windows7" question not related to hardware so I can't really fill out 'one' specific setup. I couldn't find anything in Group Policy to disable resizing or moving of windows, so perhaps there is a utility or something in the registry of Windows that disables this? What works on one OS, may not work on another.
