Better to use the System File Checker (SFC) to check all protected system files and let XP replace any that it finds corrupt. So it looks like my PC is toast. This will allow a safe mode boot. You shouldn't get an error just another c:\windows type cd system32 hit enter and you should be in c:\windows\system32 type del winlogon.exe hit enter. My antivirus deleted winlogon.exe so I cannot logon to windows.
